The conversation between Demi-god Thoth and Ace lasted for a long time. At dawn the next day, almost no one in the entire High Tower Territory slept; everyone was discussing Ace’s anomaly enthusiastically.

Daina was somewhat worried: “That Holiness won’t do anything to Lord Ace, will He?”

The twelve people looked solemn. They nodded, straightened their chests, kept their legs together, and bowed forty-five degrees to the statue. Then, they followed Ace to respectfully move the statue to an open space not far from the Municipal Square.
The actions of the higher-ups attracted people’s attention. Watching Ace and the others hold the statue high, they couldn’t help but discuss it. After the statue arrived at the open space, brilliant light erupted, dazzling enough to make people nearby close their eyes involuntarily.
When they opened their eyes again, they found that a building made of snow-white marble had appeared, and the statue had disappeared. Beautiful music sounded all around, and a magnificent figure appeared above Nightlight City.
The Witch stood on the mountain range, biting her lower lip with her pearly white teeth: “Damn it, a Demi-god actually reached a protection agreement with the High Tower wizards.”
Sauron’s face was gloomy: “What do we do?”
The Witch’s eyes widened as if recalling something: “This is betrayal. This is the most sinful compromise. To think he sought refuge with a Deity. The High Tower wizards are now just like other Divine Descendant city-states; they are our enemies. There is no need for cooperation. Let’s go.”

Amidst the light, Thoth’s voice was ethereal. The crowd couldn’t hear it clearly, yet they seemed to know its meaning, and they stood up slowly.
Ace straightened up, stepped onto the void, and slowly approached Thoth, who was shrouded in divine light. Thoth extended his strong and powerful right hand and grasped Ace’s left hand.
A solemn and holy voice resounded through the entire High Tower Territory: “I, Demi-god Thoth, make a covenant with the people of the High Tower Territory and the city builder Ace. From this day forth, the High Tower Territory is renamed Thoth State. I, Demi-god Thoth, shall be the Guardian God of this state.
“I have agreed with Ace that I will guard this state and lead it to become a member of the normal city-states, a vassal state under the protection of Her Holiness, Lady of the Dark Night Artemis. From now on, Thoth State will follow the agreement of the gods and conduct normal diplomatic relations with other city-states!
“The Magic Council, as a legal organization recognized by the city-state, is endorsed by me, Demi-god Thoth. Supernatural paths such as Wizards, Knights, and Warriors are also acknowledged by me, Demi-god Thoth, and Lady of the Dark Night Artemis, possessing the right to exist legally within the dominion of the Lady of the Dark Night and her descendant deities!”
Although it was daytime, the sky suddenly darkened as Demi-god Thoth spoke. A bright moon hung in the sky, seemingly a sign manifested by the Lady of the Dark Night to endorse Thoth’s words.
Ace bowed humbly and respectfully to Demi-god Thoth. Thoth continued: “Everything in the city-state will continue in the established manner. I will leave Divine Descendants in this state. I will protect this state and protect magic.”
The joyous symphony reached its climax. Divine light shone brightly. Thoth’s figure dissipated, and the light faded, leaving only Ace hovering in mid-air alone.
He walked down slowly. After bowing to the Thoth Temple with the members of the Review Committee, he returned to the West Tower.
“That’s how it is. There are three parts to the contract I reached with Him:
“First, the High Tower Territory is renamed, and Thoth’s blood descendants will be Kings. The royal family will implement a Constitutional Monarchy. City-state affairs will be managed by the Magic Council and its subordinate Administration Council.
“Second, the Lady of the Dark Night and Thoth, His Holiness will protect the path of magic, protecting Wizards, Knights, and Warriors, witnessed by the Great Source.
“Third, eighty percent of the City-State’s Power of Status belongs to Thoth, His Holiness, and twenty percent belongs to the Magic Council.”
Ace stood in front of the floor-to-ceiling window in the reception room, looking at the pedestrians coming and going, and spoke loudly.
Everyone was a bit puzzled. Warren stood up and asked: “What is a Constitutional Monarchy?”
Ace turned around and said to everyone:
“The so-called Constitutional Monarchy, simply put, is a Figurehead Monarch. Laws define the scope of the monarch’s power. As the King of the city-state, he does not possess actual ruling power and acts only as a symbol. His existence is a representative of divine power, nothing more.
“This matter has been approved by Thoth, His Holiness and witnessed by a River Styx Contract.”
Bayen then stood up and asked: “What is Power of Status?”
Ace did not answer immediately. He looked around at them. The Eye of Truth suddenly appeared; a precise rune eyeball floated in the room, and golden light swept over everyone.
A pale golden color appeared on Ace. Bayen, Betty, Logan, Arno, and Ancestar glowed with pure red, while a pale red color appeared on the others.
